POST/accounts/:accountId/reconnect-link

Purpose

Mint a short-lived hosted auth URL to reconnect an account whose status is disconnected or failed. If the account is still connected, call POST …/disconnect-for-reconnect first.

User opens connectUrl, then poll GET /accounts.
